President Trump’s “Legislative Outline for Rebuilding Infrastructure in America.”

President Donald Trump released his “Legislative Outline for Rebuilding Infrastructure in America” on February 12. The long-awaited proposal aims to address the country’s growing infrastructure problem but does not outline a specific source of funding. Instead, President Trump is leaving this decision up to Congress, but the White House has said that some cuts could come from within the federal budget.

This new outline plans to address America’s infrastructure challenges in two ways:

1. The American Society of Civil Engineers gives the nation a grade of D+ for the condition of transit, highway, bridge, rail, water and other infrastructure, and says the country is in need of an investment of $2 trillion more than is currently budgeted. Due to underinvestment of infrastructure, the conditions are only getting worse.
2. The White House says that the current construction federal permitting process is too lengthy. In some cases, proceedings can span five to ten years, leading to a significant increase in costs.

To be clear: this is just a proposal, but it does provide some key insights into how the Trump Administration hopes to address the issue of infrastructure in a timely manner.
