At the beginning of the year, the Legislature charged the Capital Projects Advisory Review Board (CPARB) with evaluating procurement decisions for four major WSDOT projects. The review of Highway 18 is complete. The CPARB recommended that WSDOT continue utilizing the Design-Build delivery method for the SR 18 – Widening – Issaquah/Hobart Rd to Raging River – Phase 1 project and offered robust suggestions regarding costs and alternative delivery methods.
