We’ve been encouraging our members to speak out against Substitute House Bill 1395, a Washington state proposal to require a general contractor be held liable for the unpaid wages and benefits of all subcontractors and sub-subcontractors on a private construction project. As we write on our website, the bill is intended to fight wage theft but in fact requires one business to be responsible for the bad actions of another business. That’s the wrong approach to a very real issue.
